Rocky’s 3A Portable is a serious solar-cover reel for an in-ground pool when the cover fits one of its two 3-inch tube systems and the concrete deck can accept the supplied anchoring method. It is portable after the anchor bolts are released, but it is not a tool-free temporary stand.

Measure the reel in its stored position too
The selected tube must span the cover during use, but the assembled reel also needs a route and destination when moved. Draw both positions on the deck plan. Include the end frames, the rolled cover’s bulk, turns, gates, steps and any access that must remain clear. A nominal 20-foot tube configuration cannot be assumed to pass through a narrow storage route just because it fits the pool width.
Separate assembly width, cover width, and clear route width in the enquiry to the supplier. Where turning space is limited, ask whether the intended relocation is practical with the cover on the reel; do not plan around dismantling a wet loaded assembly without manufacturer guidance.
Confirm that releasing the anchors and moving the unit leaves the deck safe under the installation instructions. “Portable” describes the manufacturer’s relocation arrangement, not permission to operate it unanchored or carry the complete loaded system by the tube.
If the reel would obstruct a barrier, gate or essential walkway in either position, resolve the layout before drilling. The right tube size is only one part of a workable installation.

Measure the cover at its working width, not just the pool’s advertised size. Add the reel location, coping, obstacles, and storage route to the sketch. A 20-foot pool does not automatically prove that every 20-foot cover and deck arrangement fits the AT-1.
The base and tube are one system
Rocky’s identifies the white 3A base as part 307. The base accepts either an AT-1 or AT-2 adjustable 3-inch tube. Current dealer listings sometimes sell the base separately and sometimes describe a bundle, so the buyer must verify that the chosen package includes both the 3A end units and the correct tube set.
The AT-1 supports pool widths up to 20 feet. The AT-2 supports widths up to 24 feet. Rocky’s lists both with covers up to 45 feet long at 12-mil thickness, with the length limit dependent on width. Thicker, heavier, wider, or unusually shaped covers deserve confirmation from the manufacturer or dealer before purchase.

Portable does not mean unanchored
The 3A rolls on locking casters, but Rocky’s assembly guide also calls for concrete anchors and removable anchor bolts. During use, the positive anchoring resists movement. To relocate the reel for storage, release the anchor bolts and wheel the unit away.
The instructions call for a reversible drill, 1/2-inch masonry bit, hammer and center punch, driver bit, and wrenches. They specify two concrete anchor locations set on opposite frame positions. A deck that cannot be drilled, has uncertain structure, or contains hidden utilities changes the buying decision. Use a qualified installer when the deck or drilling path is uncertain.
Rocky’s says the approximate shipping weight of the base is 12 pounds. That does not describe the full assembled system with tube and wet cover, so do not use it as a lifting estimate.
Cover alignment is part of performance
For a regular pool, the manual aligns the tube parallel to the pool end. For an irregular pool, it advises placing the reel near the widest point where possible, with the tube edge at least three feet inside from the end. The cover may need a straight fold line so it can wind onto the roller.
The instructions space straps every three feet. They also describe cutting the cover with a one-inch border to allow for shrinkage, aligning seams with the roller where possible, and sizing each strap from the tube to the water plus two inches for water-level change. These details are specific to the current manual and should be checked against the exact cover and tube documentation before cutting anything.
An incorrectly centered or unevenly strapped cover can track badly. Dry-fit the system, square the cover, and reconcile the instructions before making irreversible cuts or holes.
Included hardware and maintenance
The 3A assembly document lists the A-frames, handle and knob, 3-inch hubs, locking casters, bushings, washers, springs, anchor hardware, grommets, and 22 feet of strapping. Tube-box hardware is documented separately. A retailer bundle may divide these components into multiple cartons.
Rocky’s instructs the owner to grease the hub bushing with waterproof grease during assembly and once a year afterward. It also warns against overtightening the handle bolt because that can make the handle difficult to rotate. Periodically inspect anchors, straps, grommets, casters, fasteners, tube alignment, and cover edges.
The manufacturer lists a 10-year warranty and replacement parts for the 3A. Confirm registration, coverage, buyer region, exclusions, shipping, and whether the base, tube, and cover have separate terms.
What the reel can change
We did not rely on claims about energy savings because those depend on cover use, climate, wind, pool temperature, equipment, and behavior. The purchase decision here is mechanical: whether the reel makes an already-chosen compatible solar cover practical to deploy and store.
Reasons not to buy
Skip the 3A if the cover exceeds the selected tube limit, the pool is not an in-ground layout the system supports, the deck cannot accept the prescribed anchors, or the storage route cannot accommodate the assembled reel. It is also excessive for a small cover that one person already handles easily.
Do not buy the base alone while assuming a tube is included. Do not choose AT-1 because the nominal pool width is exactly 20 feet without measuring the actual cover and confirming the layout. Buyers who need more cover length or a different mounting style should compare Rocky’s other bases before forcing the 3A into the job.
Final recommendation
Rocky’s 3A Portable earns a qualified recommendation for a measured in-ground pool, a compatible solar cover, a suitable concrete deck, and an owner prepared for assembly and annual maintenance. Its strongest feature is the clear AT-1 and AT-2 fit framework. Its biggest risk is ordering an incomplete or undersized configuration.
A reel can make it easier to put the solar cover back between uses. A solar cover is not a safety cover and does not replace barriers or supervision. For uncovered areas and debris already in the water, a manual leaf rake can help with collection. A cover does not eliminate cleaning.
